I'm voting for Porter. I think Schiff is a great legislator, but I think Porter would kick some GOP ass.

It isn't a compact,it is state law. If the law requires they process the votes a certain way, they cannot go against it.

The Court and Filibuster are doable quickly with a majority in congress. I believe it takes a Constitutional Amendment
