The point is that she was on the ground in Wisconsin.
More importantly, she spent more money in advertising in Wisconsin than Obama did in 2012. And she had a larger ground operation than Obama did in 2012.
I doubt most voters were aware of whether she even held rallies there. And I am sure that it would not have mattered if she did. She held more rallies in Pennsylvania than anywhere else. The data made it clear that where you held your rallies wasn't what determined the outcome of a given state.
The voters did not feel ignored by the candidates in 2016, they felt exhausted with them. And that election was all about exactly what it appeared to be about at the time: the ridiculous email investigation.
