African dictators were known for (among other things) having large sums of currency printed up, on demand, just for personal use.

Since said emission had no backing - and was, besides, often converted to dollars or Swiss francs faster than you can say IMF - the currency would plummet faster and faster for everyone else.

But the neocons liked them - so it was all good.
