Those who are most tempted because it's forbidden would be hardcore smokers anyway. Simply because the forbidden/banned cigarettes would become "totally attractive" to a certain element/personalty-type is not really a convincing reason to continue to make it easily accessible and affordable for everyone. Banning cigarettes would not make things "worse" even if it's not 100% effective.
