8. The government of Maryland hired the pilot who jump

on each ship going in and out of the Harbour and navigate till the ship is out at sea. Not the pilots fault if the ship lost power. CNN reporter also pointed out there was black smoke coming off the ship from the back. So not the pilot's fault either.
