Policy is not just a one-man or woman product. They all have input and responsibility for outcomes. Some more than others, and it depends. As far as Libya, Syria, Iran are all concerned, Clinton has been highly influential and should be accountable to a like degree.

Yes, I realize how the Executive Branch works.
