4. What exactly does "fiscal conservative" mean now?

Is it someone who starts unfunded wars and passes monstrous giveaways to, say, the pharmaceutical and insurance industries?

Is it someone who empties the treasury to benefit their cronies?

Someone who slashes regulatory agencies so that companies can cause incalculable losses with, say, oil spills and the like?

Can anyone explain it?

Cause at this point, the term has become pretty much nonsensical to me.
