Current users won’t be affected – the ban applies to app stores, prohibiting new users to download.

And of course there are ways to get around the ‘ban,’ such as VPNs.

It’s also perfectly appropriate for President Biden to sign the bill into law – he has no grounds to veto given the courts haven’t ruled on its constitutionality; indeed, new laws are presumed to be constitutional as a representation of the will of the people.
