They are fulfilling what is their "Duty to Warn" for which I provide the definition.
This is a prime example of his dementia exacerbating as given by you.
When he says something wrong, he pivots or continues forward on purpose.
It's called confabulation which is a symptom of dementia. When faced with a situation that may make a person seem confused the person will just make something up on the spot because they aren't capable of anything else in that moment.
So, you have just given an example of one of the symptoms that he's been exhibiting for years that supports the duty to warn hypothesis.
