She or one of her friends used a parent or sibling's account?
Some banks and organizations do have credit cards available for 13 -17 year olds through a parents account, but I think there's an age limit for Uber and Lyft accounts in the US. Has to do with the ability to sign contracts more than anything.

Navy actually trains people. There's combat tight and there Navy ship tight. 4.0 means something to a sailor.
