3. How do they ensure that the restitution actually gets paid?

Former Detroit Mayor Kwame Kilpatrick has owed the City of Detroit around $1 million in restitution that he agreed to in a plea deal. To date he has paid very little of it ($150 per month) despite seemingly living quite well.
