In 2014 the Republicans have 13 Senate seats up for re-election, and they're in secure conservative states. The Democrats have 20 seats up for grabs with with the possibility of 10 of those races being vulnerable. Historically the off year elections of a second term do not bode well for the party in the White House. If the Republicans take half of those races then Kerry's old seat would give them a majority in the Senate. Maybe you're right as to McCain and Graham's intentions, but I think this means that we can't let the enthusiasm of the last election wane in the next.
