All but the IED part. Mortars are meant to fire a projectile making them more akin to a gun than an IED.
Now, if fired from far enough away that the fuse has time to ignite the main charge, it is a crude bomb.
So, it's absolutely a deadly weapon, just not an IED.
Besides the "I" stands for improvised and this punk didn't have to improvise anything. He just had to buy it.
