29. That's a good point about who dertermines what is wasteful

The Senator was talking in terms of duplication of services, inefficient billing procedures, etc.

But it also takes additional resources to identify those things, and they add cost, at least at the start.

I don't know what the ultimate answer is but I agree I don't think benefit cutting is it either.
