1. When the term "monitor" is used in this situation, do they mean

polls workers or challengers?

If poll workers, most states/counties require an equal number of democrats and republicans in polling places, e.g., setting up/breaking down the machines, aiding voters, looking up voters, etc.

If challengers, they can't prevent voters from voting. All they can do is record names of voters whom they suspect don't live in the voting district.
