The time-hack is largely to blame for his debate performance tonight I feel. Everyone knows he has a speech impediment/stammer. Forcing answers to be a minute to two minutes provides the extra stress of having him organize his thoughts and speak quickly. He was talking fast trying to squeeze as many points as possible but in his rush things often came out jumbled. Trump meanwhile is used to blurting out whatever mental diarrhea squirts he has backed up, but devolves into deranged rambling the longer he talks.

Should this have been better accounted for/anticipated and therefore prevented by President Biden and his team? Absolutely. But just giving my two cents.
