2. Crappy reporting by Yahoo and the Daily Mail

"Sina 7" is a "missile-launching frigate":

Along with submarines, Iran also unveiled the main structure of the Sina 7 missile-launching frigate

according to the Iranian TV story that Yahoo linked to themselves. The submarines are called 'Ghadir' or 'Qadir'.

I wouldn't read too much into the colour, either. At about 1:10 into the Press TV video, you see the turquoise one beside 2 similar submarines, but in sea green. It's possible they painted the superstructure brightly on this one just so it stood out well for this ceremony, where they're showing it off to remind politicians they should be given some more money. The video at the Daily Mail shows it's only the top section painted turquoise.
