It is actually 23.7% and is the Smartsense plan.

You can go to http://companyprofiles.healthcare.gov/ and select California then Anthem, then Compare Rates and see all the rate increases. There is a couple of pages of plans and they all are requesting 23-24% increases.

The Medical Loss Ratio 'feature' - requiring max 20% overhead is easily defeated by these thieves. All they have to do, and it is a ploy from nurse, to doctor, to hospital, to insurer -- to prescribe tests and procedures to increase their 'cost basis'.

The only thing Obamacare did was to remove the more barbaric practices of the health insurance middlemen such as the caps and rescission.
