Even after the would be dictator wiped at his face and ducked down. If it were real bullets, why weren't people around him injured too? Either a really bad shot or non-lethal ammo.

He looked angry when he stood up. Maybe the "shooter" was supposed to use less painful ammo. Though he did look confused and pale at first when SS surrounded him.

As many shots that sounded, the shooter should be easy enough to capture.

Yeah, I checked out those staged attacks in Dayton. They looked real too. You just can't trust anything involving the would be dictator or the paid off news media.
