However in this case the shooter was firing from an elevated position with a high powered rifle that can reach out touch someone from a distance. Once the Secret Service Sniper team located the shooter they were going to take them out via a head shot which is what they did. Growing up in DC I have seen multiple overwatch teams on the roofs of the buildings that surround the Whitehouse complex. This is the fear that the Secret Service has when a candidate/politician is speaking at an outdoor event. Somebody on this detail failed to conduct a line of site check from the top of the stage. It could also be that Trumps team refused to rearrange the stage.
