My understanding is that it was outside the inner security parameter (which is my understanding based on stories I've seen and the fact that he had a rifle so I assume he didn't walk through any metal detectors) if that is the case than SOP is state or local police are asked to run through any of the outlier buildings beyond the primary and secondary security zones.
The counter-snipers are supposed to be scanning any rooftops or windows and as soon as he started firing they dispatched the threat.
