HOMELAND SECURITY PRESIDENTIAL DIRECTIVE/HSPD-20 when invoked by Bush.

Please spare me the following responses:

1. "he wouldn't dare". We all know he would and will.

2. Oh you are just negative.

3. Congress will impeach him.

Tell me how this Congress, that wouldn't even insist on timetables in the war funding bill, will deal with directive 51?[font style="font-size:0.7692em;"]
