Ultimately it was the right decision; after the constant reporting about how the debate sucked and Biden was so old, I don't think he could have recovered. The problem was the perception, regardless of what the reality might have been. But I also suspect that Biden really had to hold out long enough to get the Russian prisoner swap agreement nailed down, and that he couldn't tell anyone about it who wasn't involved in the negotiations. So for a couple of weeks he had to deal with the whining media and the politicians who were publicly asking him to step down but he had to hold tight until the prisoner swap deal was done - regardless of what he or anyone else wanted. If he'd made the announcement before the final agreement with Slovenia was in place, just an hour before, the whole deal probably would have fallen apart.
