By moving in and providing the manpower to save and expand the major business in the local area, which in turn trickles down to the other businesses in town.
The "established" locals are mad because of three things:
local infrastructure, where housing and local services normally co-funded by the state could not handle the influx of 20k over three/four years;
language barrier - Haitians speak a French Creole; so there's some strain when it comes to education and public communications;
and finally, Haitians are Catholic and have a lot more melanin than the Protestant folks who lived in Springfield for decades prior the Haitians arriving.

But sure, tell me it's worries over crime (which had plummeted once the local economy started improving) instead of bigotry that there's a problem between the established Anglos and the arrival of legal Haitians.
