He lead the charge to cut DoD expenses, shifting that "savings" to the Treasury into the pockets of contract service providers, leading to a significant amount of equipment down-time along with a loss of training and experiance when shit goes down underway or out in the field. He also consolidated bases and maintenance facilities, leading to problems caused like those that occured when they sent Navy Carrier and Marine Corps planes to be serviced at Air Force maintenance bases.
Y'see, Air Force doesn't have requirements to land on a postage stamp in the middle of the ocean; way different specs and tolerances, and about a dozen pilots were killed over three years before the Navy put it's foot down and said no, we re-open our own maintenance depots.

He, like his partner in privatization Donnie Rumsfeld, thought the military shouldn't try to attract intelligent and curious service personnel. Soldiers and Sailors are fungible DoD assets.
She's too much like her father, and she's invested the same way he's always been.
