2. Fracking will simply ban itself

You don't need to outlaw it. Directional drilling with fracking is simply an expensive way to get energy, and you don't really get much for very long. Most of these wells do not produce for very long, on average their productive lifespan is 1/4 or less than a conventional well, years, not decades.

It is very simple, renewables are less expensive sources of energy in the current market. As more renewables come on-line and vehicles electrify, the cost of energy will simply be lower than the price where fracked oil can be produced at a profit. If there is no money in it, businesses will just stop doing it. You do not have to ban it, the cost to recover smaller and less productive resources will do that naturally.
