I am guessing they did, I heard something early in the day (9am) about a counterprotest and having to 'chase the teabaggers off the capitol steps' but I wasn't there to see it. I would assume they had some sort of nominal permit or something (I wouldn't be surprised if AfP/DeVos could get one at a moment's notice, honestly).
I heard from a friend that the first tent went down and then happened to be nearby when this one did. I think the guy in the OP's video may have been describing the first tent. I didn't see them cutting into this one to get people out or anything, but there were police on horses trying to clear people out of the way (and trampling and possibly shitting on the deflated tent in the process, from what I could hear, LOL).
