Check this shit out: a sovereign citizen who lives in Emida (population under 700, one street) decided the state's license plates didn't apply to him or his friends. So he went out, bought a sheet of plywood, cut it into license-plate-size pieces, and made People's Republic of Emida license plates...which the sheriff promptly told him were only valid within the People's Republic of Emida. Naturlich, this moran drives to St. Maries, the county seat, with his homemade license plates and also naturlich, the sheriff cites him for invalid license plates every time he does. If the bastard would pay his fines they could fix the county jail so people can't escape anymore, but that's not likely to happen.
