called Regional Transportation Optimization (RTO). I was just looking into this this morning because the mail delivery here in an area of Arizona recently slowed down noticeably. These changes were authorized earlier in the year and were supposed to take effect right after the election. But I've heard callers to various talk shows on SiriusXM claim their mail has been slow from well before the election. (That's why they called these show: they were worried about mail ballots).
