Even if you don't claim it on your taxes, why enter zero?
Some of the equipment we've been sending is past or nearing it's expiration date. A tank or other armored vehicle is easy enough to park in the desert and let rot. Explosives and propellants need to be disposed of correctly.
There's a cost to dismantling old things that go whoosh and boom. I haven't seen a breakdown of our donations in terms of how much we are saving by giving them away for disposal with Russian help but the number is not zero.
Regardless, it's been a great investment not only in terms of embarrassing the Russians and degrading their military but in terms of what we've learned (hopefully) about how the next war will fought.
I'm much happier to see videos of Russians being blown up by drones than Americans. The military is scrambling to provide defenses for our troops and equipment.
And the Russians are jerks who interfere in elections worldwide undermining our interests and still have thousands of nukes pointed at us.
