FBI can make an early morning announcement for the drone operators to come forward or else.
If the unknown operators don't come forward before nightfall, send FBI drones up equipped with
little ammunition baring guns and blast them out of the sky when they are flying over a field!

Hey, I wouldn't want something flying over my house at night and not know what the hell it is.
The people need to meet up and pay the town board a little visit.
