He seems to be talking about how the American people generally feel they've lost control over their lives, and how Trump capitalizes on this fear of loss of control by saying he can exert control, for example control over immigration and the border.

His key point seemed to be that autocratic populists like Trump exploit fear.

But I only heard that last minute. Sorry.
