Sure the history of a word matters, but communication is the entire point.
Not sure the constitution give him the right to name things. If there is a department that has the power to arbitrarily rename stuff on it's own volition, then an executive order might suffice unless blocked by the courts or congress, but I don't think we have such a department. If it was a fort still owned by the military, then yeah, maybe. Or if it were a national park, then probably. Congress and the courts can still cancel executive orders. But unless the English Department has secretly existed all this time, I don't think he can change the language.
