The program would offer a $1,000 reward to registered bounty hunters for each successful deportation they help facilitate.

In other words you don't get paid until the Feds deport the person.

In Nazi Germany, if you turned your neighbor in, you didn't get money, but you might have been able to move into a bigger apartment/house!
