16. This is a scary escalation.

Up til now, his lies have had at least a tenuous relationship to reality, or were about unimportant things. "Forests need to be raked!","I'm 6'3"!", etc. Even the worst ones he'd pose as suggestions, or just asking questions,"Maybe we should inject bleach..."

This is different. This is a huge lie, that makes no sense, and would fall apart if challenged. However, as others have pointed out, his base swallowed this completely.

What's next? "Last night I received classified information that Adam Schiff is a pedophile. To keep America great, I had him arrested".

I think there are two possibilities. One, this is a trial balloon to see what they can get away with. So far, so good. His base has no questions and cheer his "decisive actions". Now we need to see if the press asks any questions,"Which specific military units were used? Where exactly were they sent? Doesn't this violate habeus corpus?" I'm not holding my breath.

The other possibilities is that he is rapidly sliding into senility, and is delusional. Is there anyone surrounding him that would call for the 25th amendment?
