Both at the same time. In 1994, they were there together. I can't figure out if there were 51,000 all at once, but that's how wikipedia makes it sounds. But there were 51,000 there in 1994. 30,000 Cubans and 21,000 Haitians.

Up to 21,000 Haitians were held in Guantanamo at one time during this wave of the Haitian refugee camp.[19] More than 30,000 Cubans were detained at once at the camp.[9] The main problem for the camp in sustaining so many people was primarily infrastructure such as water, electricity, and sewage, not space.[2
