I checked the map too...all surrounding properties appear to be private. However, the highway is owned by the state.

However, our ICE office is also in a strip center. However, all that is there are offices. The Appraisal District does list it as privately owned because the building is owned by the people that also house Planet Fitness. It is listed as DBA Shopping Center
