I suspect smuggling is done by entities experienced at moving goods. Contraband being just a special category of physical goods. And it's a business for entities with big money to finance the operation. Small potatoes wouldn't be able to put it together.

If they make the system airtight, only those with inside knowledge of how the computer systems work will have knowledge to try to escape detection.
