should be maintained. The reason is that, at least in theory, it can reduce and or severely limit the wild swings in federal la based on the most recent election. Slow changes to major US policy is good for medium/long term planning. If every 2/4/6 years the law in the US radically changes there is no way for anyone to plan for the future.
