But until he can prove it won't rapidly deconstruct after the first booster separation, they won't give him the big bucks.
SpaceX has two entities, one is Government Contracts, the other is Commercial.
And Elon Musk is not supposed to have any input into the Government Contract side other than signing off on the contract.
