Listen to the entire video for context.

He's talking about the 2020 election being rigged by the Democrats.

That delayed his second term, so that now he gets to be president when the olympics and world cup take place in the United states in 2026 and 2025 (after he would have been out of office, except for the 2020 "rigged" election).
