The question wasn't about what the plans should be.

The question was whether to go ahead with the plans, as developed, or postpone them, or, presumably, shitcan them.

That's a political decision. The military decisions had been made.

Personally, I want the miitary doing military crap and don't want the military making political decisions. The military is subject to what kind of jurisdiction? Civilian jurisdiction!
