my understanding is that if you have the "proper" documents to apply online, you can, but not on the phone.

Back in 2013 I wasn't aware it could be done on line, it never occurred to me that it was a thing.

Gotcha, that is the point. Requiring proof of citizen ship has to be done in person is about bogging down the process.
