Apparently the Signal app is approved by the Whitehouse for comms use but since you can have messages that self delete after the set expiration time, the use of the app by all of these Federal officials and whomever else in the Whitehouse would be a violation the Federal Records Act because this gets around the ability to preserve the records
As well as the NSA itself released that bulletin in February that declared that the Signal app had vulnerabilities that were known to be exploited and recommended that it not be used for government communications not just classified information but any communications
