Most of them are puppets on strings held by those actually in control.

Trump looks like the "one guy" because somehow, for all his apparent stupidity on issues normal people care about, he mastered the ability to appeal to the masses, work them up, get them focused on some metaphorical shiny object while others are going about accomplishing his real purposes. How does he control those others? Does he? Or is he just the tool for the cabal that is controlling him?

Whatever the details, I think we can all agree that there is an evil cabal behind this, not just one person, and that many - possibly not all, but probably most - of the visible faces, such as Congress critters, are just pawns in the game. I bet some of them are absolutely terrified. (My sympathy is limited in the cases of those who I know on their own hold some quite putrid positions. But I won't credit them with being in control of their current situation.)
