1. Does a lawsuit have to be filed with every little thing he tries to do?

Does a judge have to put a TRO only after he does the damage?

For some reason I thought a judge stopped him from accessing data he had no right to see without good reason although how would we ever know they complied unless (beyond the incrementally timid order) the judge placed armed guards at the entrance of every agency.

I mean JHC they’ve even gone in places that were not federal agencies like they own it all.
