This would seem to violate Federal and State laws as "Odometer Fraud".

Although the laws are there to protect against understating the actual milage, the wording seems to cover any alteration:

"Odometer fraud is the disconnection, resetting or alteration of a vehicle’s odometer with the intent to change the number of miles indicated."
