The SCUSPD is the Primary for the Court, the US Marshall's are an executive branch agency with a Presidential appointee that oversees them. If POTUS ordered the attack, it may take the Marshall's a while to get there, much like the National Guard showing up at the Capitol at about 5:30 on 1/6 after order had already been restored. Unlike states, the DC Guard fell under the President at the time.
