Part 1 of Hannah Arendt's book, The Origins of Totalitarianism, is on anti-semitism. My recollection of that book is that her discussion is very informative.

One lecture from Prof Timothy Snyder's class on Ukraine, was on the history of Jews in Ukraine. I'm sure that some of what he covers overlaps with what Arendt covers. This is a video of that class. The video will not answer your question, but it may help a little. This class was given by Professor Glenn Dynner.
