I was in broadcast news for many many years. I'm retired but back when I was there the network signal came in on phone lines. The phone lines were special higher quality than normal. Then when satellite communications became a thing, a lot of back-and-forth feeds were done via satellite dishes. The problem with satellite feeds, as anybody with a home DirectTV or SiriusXM knows, is that when rain storms appear the signal can get spotty. So land lines are still necessary.
As far as I know, the FCC has no authority to stop CBS or anybody else from using phone lines or up and down satellite links.

Would that affect shows like Colbert or Matlock? Of course, free speech stuff is much more important.

There is absolutely no basis for pulling any CBS station's license. Brendan Carr is violating the Constitution.
